The action can’t be completed because the folder or a file in it is open in another program

ISSUE

In Windows 7, the error "The action can't be completed because the folder or a file in it is open in another program.”

This error is caused by a known thumbnail caching issue in Windows 7, which essentially "locks" the hidden cached thumbnail file, and prevents moving or deleting some folders in windows 7.

 

RESOLUTION

1.       First,Empty the recycle bin. This sometimes resolves the issue without having to move to step 2.

2.       Start/Run/gpedit.msc

3.       User Config/Admin Templates/Windows Components/Windows Explorer

4.       On the "turnoff the caching of thumbnails in hidden thumbs.db files”,

choose "enable”
